A county town, with county rules for the house

Paradise is unincorporated, so the permit history for a house here sits with the Clark County building department. So does any fix for work done without a permit. The county's building code says unpermitted work gets a special investigation before a permit can be issued. After that, it has to meet the technical codes for new construction unless the building official approves otherwise. That matters if you're deciding whether to fix things before listing. You don't need to sort it out to sell to us. We buy the house as it stands, and if listing would serve you better once the work is counted, we'll say so.

Questions we get about selling in Paradise

My address says Las Vegas. Which government do I deal with for a house in Paradise?

Clark County. The county assessor says the city or township on a parcel record isn't always the city on your mail. Paradise shows it well. The county lists Pebble Park as a Paradise park with a Henderson address, and its other Paradise parks with Las Vegas ones. In Nevada, the County Commission is the town board for an unincorporated town and makes the official decisions. The Paradise Town Advisory Board gives it input. Building permits and inspections here come from the county.

The house is in Paradise Palms. What does the historic overlay change?

Mainly what can happen to the outside of the house after the sale. Under the county's zoning code, a property in the Historic Designation Overlay needs design review before new buildings, additions above a set size, demolition, or any significant change to an exterior you can see from the street. Every owner in the overlay is notified of the application. That section covers building work. It says nothing about selling. We buy these houses as they stand, and a buyer who plans exterior changes is the one who has to work within it.

A previous owner enclosed the carport without a permit. Is that a problem?

Not for us. We buy as-is. Still, it's worth knowing how the county treats it. The county's building administrative code allows voluntary disclosure of unpermitted work. The building official may reduce the investigation charge on any voluntary disclosure. They may also waive the extra work-without-a-permit fee if the disclosure comes within a set time. For a previous owner's work, that time doesn't start until the current owner knows about it, or with reasonable diligence should have known. Some residential occupancies are exempt from the time limit altogether. We've read the published reprint of that code, but the adopted county code is what binds. Check with the county on how it applies to your house before you rely on it.

I own a condo near UNLV or the Strip. Does that change anything?

Two things. A buyer using an FHA loan needs the unit to be in an FHA-approved condo project, or to qualify for HUD's single-unit approval. So the project's status shapes who can finance it. And under NRS 116.4109, the seller provides a resale package from the association. It includes a statement of any unpaid assessments, fines or fees on the unit, so arrears come out either way. A cash sale avoids the financing question. That doesn't make it the better-paying route. A listing usually nets more, and if that's true for your unit we'll tell you. We buy condos and townhomes as well as houses.
