A town that votes on how fast it grows

Boulder City voters chose to limit growth. They passed a growth-control initiative in 1979. The ordinance in the city code today caps new homes at 120 allotments a construction year. Selling city land takes a public vote too, and the city owns most of the vacant land. So new houses come slowly, and the housing leans toward what is already built. The census puts the median year built at 1981. That makes condition the first thing to settle. Is any work worth doing before you list, or are you better off selling as-is? Questions we get about selling in Boulder City

My house is on one of the Avenues and has been added onto. Do you buy it as it is?

Yes. The Avenues, B through F east of Nevada Way, began as 136 three-room houses that Six Companies built for its workers in 1931. The city's own history of the district says only a few still look as they were built. Families added rooms over the decades. We buy these houses as they stand. You do not need to bring anything up to code, clear the house out or get an inspection first. Unpermitted work does not stop us buying. Still, find out early whether the later work was permitted, so nobody meets that question near closing.

The house is in the historic district. Does that restrict selling it?

The Boulder City Historic District was entered on the National Register of Historic Places in 1983. Asked whether properties in it carry special restrictions, the city answers "No, not at this time" (as at 2026-09-29). It says it will update that answer if restrictions are ever considered. So check the current answer before you rely on it.

Does the growth ordinance affect selling a house I already own?

Not a house that already stands. The city's guidance is that the Controlled Growth Management Plan (Chapter 41 of Title 11) affects you if you build a house to sell rather than to live in. It also applies to apartments, condominiums and hotels. Owner-builders on lots created since 1996 count toward the annual total. If you are selling a vacant lot, a buyer who means to build to sell will need an allotment. The city planner can explain that process.

Is Boulder City too far out for you to come and look?
